Overview

We are currently recruiting for a Quality Project Engineer to support the management and execution of projects throughout the full project life cycle from initiation to closeout. This role is situated on site with a client in the region of Brussels.

Our OTS (Outsourced Technical Services) department supports projects in different sectors on basis of project staffing with consultants working at the client’s site.


Responsibilities

The Quality & Technical Integration Expert ensures the technical framework is in place so that infrastructure projects can be implemented with the highest quality and efficiency.

  • You will seek optimal technical solutions that meet the techno-economic needs of the client, its customers, and the market, and are aligned with the development and maintenance of the electricity grid.
  • You take into account all of Elia's relevant strategies in the areas of finance, environment, safety, standards, etc., as well as the available resources.
  • You work closely with the technical expertise and maintenance departments, and you take safety into account in every deliberation.

This position includes more specifically the following tasks and responsibilities relating to your area of ​​expertise (Substations):

  • Handling complex technical issues and operational feedback (experience feedback) regarding your area of ​​expertise and anchoring the solutions in existing or new standards;
  • Drafting engineering guidelines: these documents describe the instructions to be followed during the study phase and, where applicable, any missing intermediate steps in order to be able to apply the standards drawn up for greenfield situations to brownfield situations (existing installations);
  • Drafting technical specifications for contracts: both general specifications (including the Basic Specifications and Building Blocs, etc.) and templates for specific specifications.
  • Specifically, you will be responsible for providing feedback on these specifications and will be the preferred contact for the various stakeholders involved in project implementation (Contractors, Project Managers, Site Supervisors, Maintenance Representatives, etc.). With input from these parties, you will work on the continuous improvement of these specifications.
  • You will collaborate with Purchasing on communicating technical aspects for contracts. Compiling and managing contractor shortlists through the technical qualification of companies and the technical certification of individuals is also part of your responsibility;
  • Developing processes, templates, and methods related to technical activities (e.g., project file template, preparation and monitoring of quality control processes for studies and implementation, etc.);
  • Mapping technical competencies in system integration and developing the associated training plan for Infrastructure employees.
    In addition, you will be responsible, in consultation with the technical expertise departments:
  • Ensuring professional management of the technical standards and associated tools necessary for the proper execution of projects;
  • Ensuring that the organization has the most advanced engineering tools for its infrastructure projects.

Qualifications

  • A more intermediate profile with relevant experience in the construction of substations (HV and/or MV), primarily in the HV/MV component (and therefore less in the LV/safety section).
  • You are fluent in one of the two national languages ​​and have a good knowledge of the other, and ideally also of English.
  • You show initiative and can work independently.
  • You are a good team player, have good communication skills, are persuasive, and know how to convey a message in an instructive manner (oral and written – capable of giving presentations to large groups).
  • You demonstrate an interest in the development of substations and networks in general.
  • You have an analytical mind and possess good judgment skills.
  • You are assertive and can objectively summarize and align the potentially differing viewpoints of various experts.
  • You are available full-time in the short term for this project of specified duration.
