We are currently expanding our 'project staffing' department OTS (Outsourced Technical Services) Team and would love to hear from an Health & Safety Coordinator (employee or freelancer) who is looking for a site-based role.


Responsibilities

Tasks:

The H&S Coordinator Execution: Reports to the Package manager and H&S project manager;

The Mission of the coordinator for health and safety matters at the project execution stage includes in particular:

  • Coordinate the implementation of the general principles of prevention and safety when technical or organizational aspects are being decided in order to plan the various items or stages of work which are to take place simultaneously or in succession, as well as when estimating the period required for completing such work or work stages;
  • Coordinate the implementation of the relevant provisions in order to ensure that building contractors:
    • apply in a consistent manner the general principles of prevention, and the principles to be complied with during the project execution stage;
    • apply the safety and health plan;
  • Make, or cause to be made, any adjustments required to the safety and health plan and the post-intervention file to take account of the progress of the work and any changes which have occurred;
  • Organize the collaboration and coordination of the contractors, including successive contractors on the same site, with a view to protecting workers, preventing accidents and occupational health hazards, and to provide reciprocal information;
  • Coordinate arrangements to check that the working procedures are being implemented correctly;


The list below gives a non-exhaustive overview of the services to be covered:

    • Ensure that contractors apply in a consistent manner the requirements of the HSE project plan (applicable legislations / rules, contractor’s organization, communication / meeting / reporting, training & certificates, PPE, permit to work, High Safety Risks mitigation measures, incident procedure, Emergency, Coordination Risk Assessment,…)
    • Participate regularly to the meetings (kick off, technical meeting, progress meeting, …)
    • Discuss the collaboration and coordination between the contractors, subcontractors (and third parties), provide reciprocal information;
    • Review of preparatory documents from contractors ( HSE execution plan, training, competence, permit to work, Incident / accident reporting, Waste and pollution plan, Emergency Response Plan, …)
    • Review of each Methods statement and Risk Assessment before start of works
    • Prepare with the contractors the high safety risks activities, follow those activities
    • check that the working procedures are being correctly implemented during the execution of works;
    • Perform HSE review, site inspection and audits;
    • Inform all the parties of any non-compliant conducts, actions, choices or oversights;
    • Participate to the debriefing and analyse of any (near miss-) accidents, the drawn up of action plan and follow his implementation by the contractors;
    • Identify, communicate Best practice and lessons learnt;
    • Respond to any requests from any stakeholders;
    • Does a weekly site inspection or attend the Site meeting and write his weekly H&S Coordination report.

Qualifications

Required skills:

  • Fluent level of Dutch and English is required. Reporting in Dutch and English.
  • Relevant experience with for major projects (min 5yrs)
  • Safety coordination certificate (according the Belgian royal decree 25/01/2001) of level A
  • Technical bachelor/master or equivalent by experience
  • Offshore or maritime experience is a plus
  • Experience with EPCI (Engineering, Procurement, Construction and Installation) Project is a plus
  • Offshore BOSIET or GWO certificates are required or willing to achieve
  • Strong People Management skills
  • Excellent communication skills
  • Working structured, independent and precise with the required output.
  • Driven Team player
  • Flexibility is required: Throughout the entire duration of the PO, a minimum of 40% employment is guaranteed. The consultant is expected to demonstrate flexibility; depending on the projects, this may mean working, for example, three days in some weeks and one day in others. Frequently travel Offshore during short period (1 of 2 day) is part of the scope of work. Exceptionally, weekend or night work may be required during specific operations or emergency situations. Flexibility is therefore crucial for this service request, and the ELIA travel rules for the MOG will apply.

Additional information:

  • Location: Main office in Brussels and Ostend, project locations will be offshore 40 km of the Belgian Coastline.
  • The consultant will be required to work mainly onsite, with limited possibility for telework.
