Overview

We now wish to recruit a senior Project & Construction Manager to support several projects on site for a client in the region of Charleroi.

Our OTS (Outsourced Technical Services) department supports projects in different sectors on basis of project staffing with consultants working at the client’s site.


Responsibilities

Scope of Position:

The Project Manager will deliver the following services (not limited list):

  • Preconstruction
    • Support Client in setting up the project, execution plansand strategies.
    • Coordination and alignment with all necessary Client Stakeholders to set up a proper project execution. Key objectives here are safe execution, delivery with high quality and just in time delivery
    • Assist Client in identifying, scoping, buying-out and scheduling of all Owner-direct vendors and consultants.
    • Develop design and construction SOW’s
    • Create scope gap analysis and definition of possible scope gaps
    • Work with Client Stakeholders and Contractors to prepare,baseline and update the Master Project Schedule, identify Critical Path, identify Key Milestones. The schedule will be a P6 cost/resource loaded schedule including EVM.
    • Work with Client Stakeholders and Contractors to prepare the Master Project Budget, including soft costs and hard costs, bonds, insurance, contingencies, allowances, etc.
    • Support Contractor pre-qualification, call for tender, bid clarification (Q&A) and recommendations.
    • Support Contract negotiation, typically in concert with the procurement team and legal counsel, including establishment of all Contractors “business terms” including mark-ups, fees, insurance, labour rates, escalation, etc.
    • Coordinate Design Team activities with all stakeholders.
    • Ensure AE is completing the complete list of City and/or other Authority approvals process, permitting, etc.
    • Coordinate Constructability review of project documents.
    • Provide / Gather cost estimates working with subs and other vendors for scope gaps/changes.
    • Coordinate Value Engineering effort.
    • Manage Client Contractors and other directly contracted vendors
    • Manage change control, including change order review, negotiations & recommendations, delay analysis.
    • Support in (design) risk evaluation, risk management and budget control throughout the pre-construction lifecycle.
    • Ensure everything is set-up for an appropriate and decent construction phase
    • Support Client in setting up adequate progress reporting
  • Construction
    • Manage D&B Contractor, EPC Contractor and other directlycontracted vendors on the ground.
    • Manage Cost / Change Control, including change order review, negotiation, & recommendations, delay analysis.
    • Coordinate Value Engineering.
    • Coordinate with Client Stakeholder Teams
    • Budget Management, cost monitoring, tracking and analysis.
    • Schedule monitoring, tracking and analysis.
    • Document control (track and coordinate addenda, bulletins, new drawing sets, clarifications, etc).
    • Ensure QA/QC is being followed and report any issues/gaps.
    • Invoice / Payment Application processing, tracking and reporting.
    • Tracking of all key project documents, including submittals, RFI’s, change orders, invoices and payments, lien releases, etc.
    • Coordination and management of all Owner-direct vendors and consultants.
    • Set-up proper communication with Operational teams
    • Ensure adequate progress reporting
  • Close out
    • Initiate close out process prior to project completion, typically two to three months in advance
    • Establish close out documentation requirements. Collect and track receipt of all close out documents until completion, including warranties, as-builts, O&M manuals, etc.
    • Assist with City and/or other Authority final inspections and occupancy process.
    • Manage punch list, substantial completion and final completion process
    • Negotiate, resolve and close out any outstanding change orders, quality issues or disputes
    • Process and track any final invoices, payment applications,retention payments, etc.
    • Prepare and submit final project accounting and budget.
    • Assist Client in scheduling, coordination and management of all Owner-direct vendors, consultants.

Qualifications

Experience & Skills:

  • 10+ years experience with big and high value projects
  • Data center expreience is an advantage (not a must)
  • Full lifecycle Project Management experience
  • Thorough understanding of engineering principles, concepts, industry practices and standards
  • Very good knowledge of English (speaking and writing)
  • Excellent communication and coordination skills
