Introduction to the job

This role as Global Regions Operations Manager is to support the Global Regions to drive operational performance of Facility Management and external service providers.

For ASML it is paramount to be and remain the global leading company in lithography-based chip-making equipment inside an ecosystem of ever-growing complexity. 

To best enable ASML’s vision, CRE Global Regions organization, strives to maintain a consistent set of physical assets through its complete lifecycle to support the production process of ASML in an optimal manner. In addition, FM is responsible to manage all buildings, grounds and services with the aim to contribute to an appealing, attractive and comfortable working environment for ASML employees and visitors. Our joint CRE strategic pillars Safety and Security, Business Continuity and Alignment, TCO, Flexibility, Wellbeing and Sustainability guide us in our plans and activities.

When leading change, the Global Regions Operations Manager acts from the strategic pillars and translates needs for the future into short- and long-term plans for the hard services domain (asset and building maintenance) and/or the soft services domain for all locations outside NL.

Role and Responsibilities

The Global Regions Operations Manager is responsible for directing and supporting local Corporate Real Estate teams outside of Veldhoven to ensure operational excellence (Safety, Total Cost of Ownership (TCO), Flexibility, Business alignment, proactive contract management, Wellbeing and Sustainability) and to develop this into the desired maturity levels, where relevant based on global standards. The Global Regions Operations Manager is in the lead to oversee and implement strategic programs for Global Regions and ensures implementation of these changes in a complex and ever-changing environment. The Global Regions Operations Manager will develop a roadmap for Facility Management (FM) service provision in the regions, oversee the performance of outsourced FM service providers in adherence to the plan and other criteria such as performance, KPI’s, risk, compliancy and functional criteria.

The Global Regions Operations Manager has knowledge of a complex portfolio with an extensive and great diversity of products and services in outsourced Facilities & Maintenance management and acts as a generalist and linking pin in the entire CRE organization connecting and streamlining various initiative.

More in detail your job responsibilities are divided in 6 main topics and holds:

1. FM strategy and operational performance management

Responsible to drive the performance of (outsourced) hard and soft service provision in line with the contract, SLA’s, collecting relevant trends and developments and improvement areas Responsible to develop a strategy for next generation FM outsourcing for Global Regions driving operational excellence with consistency and standards where possible taking into account local strategic drivers and market capabilities. Collects operational themes and opportunities and threats and works together with Head CRE Global Regions on a vision for the entire portfolio for the medium and long term. Translate ASML strategic plans (Hoshin, housing plan, utilities master plan, industrial master plan etc.) to CRE FM implications and develop and deploy a global CRE F&M strategy (development goals, changes, resources) to further develop products/services and translate to global standards and solutions. Together with expert colleagues translate strategic objectives in targets and performance setting for CRE Global Regions (f.e. uptime, performance of assets, quality standards, capacity of assets etc.) and translate to KPI’s and manage the measurement/control mechanisms to monitor and manage compliancy.

2. Global uniformity:

Develop and implement global uniformity by sharing knowledge, best practices, formats and systems. Establish a global reporting system  performance can be managed in a (global) uniform manner, contributing to global CRE reporting. Support and coach colleagues and service providers to establish professional ways of working and contract management in line with agreed strategic direction, contract and SLA. Provide insights in the international supplier market in the field of F&M and/or support local sites with implementation of the sourcing strategies. Support in the rollout of CRE data management systems globally (f.e. Planon)

3. Program management

Determine the approach towards global planning of the FM program for Global Regions including setting up project teams, identify (key) requirements, suppliers, transition and change management etc. Initiate the change plan by conducting thorough pre-analysis, including lessons learned, studies and business cases in order to prepare decision-making and to set the output targets, timelines and budget plan. Lead and embed change and mobilization of local teams and suppliers on sites following tender process and contractual changes Manage risk, compliancy, quality and functional criteria (in alignment with competence experts) in order to ensure successful outcome of the program or project(s). Coordinate solutions from an integrated, helicopter view, taking into consideration the full chain of delivery and (strategic) planning. Derive long term and short-term activities from the strategic plans (Hoshin, Industrial Masterplan, UMP etc) and drive the change and implementation in Global Regions.

4. Stakeholder management

Strategic alignment; works closely together with Head of Global Regions to understand needs and predict/anticipate on changes in needs and capacity In alignment with CRE Regional Heads , inform business stakeholders about impact and progress of projects and programs and ensure coordination between activities Ensure progress reporting and or dashboard on Strategic Programs and (feasibility) advice substantiated with solid business cases (for example to board, senior leadership, stakeholders of business lines, industrial board etc.)

5. Innovation and product development

Initiate the development of determining and monitoring the framework for asset management and facilities services. Work together with experts on thematic programs (f.e. sustainability, performance upgrades, predictive maintenance, data management solutions, system implementation etc.) that give impulse to delivered quality by CRE FM and to ASML business objectives. Explore market opportunities, innovations and consult the market or peer organizations to drive initiatives that support, enhance or elevate CRE FM quality. Connect with other CRE functions for optimization of products, processes or performance locally or with global scope.

6. Finance

Calculate (or have calculated) business case for change plans and cost estimates for impact on the maintenance organization considering balance between risks, performance and costs (TCO). Validate offers of suppliers in order to determine compliancy with required quality and output specifications. Able to develop and oversee Opex budget to be able to successfully drive the program.

Education and experience
  • Master or Bachelor+ Education in the field of industrial, mechanical, installations engineering, Facilities Management or business administration (in case of the latter with proven experience in industrial environment).

  • Experience in influencing decision making in a matrix organization.

  • At least 10 years of similar experience in complex (industrial) environment in an international context.

Position in the value chain:

CRE Global Regions works with several key suppliers for its hard services (asset and building maintenance) and soft services through an integrated facilities management set up. The key suppliers manage a range of the operational and tactical activities of CRE FM. CRE Global Regions acts as (strategic) demand organization towards the expertise parties by providing the (output)specifications and to ensure that delivered solutions are in compliance with specifications, performance targets and ASML conditions.

The Global Operations translates future hard and soft service needs (demand) to change plans to be executed by the supply chain (supply). The Global Regions Operations Manager acts as the linking pin between the regions, contract management, competence center and the key hard and soft service suppliers.

Stakeholders in the position:

Team:

  • Central support team Global Regions

  • Regional (FM) managers: responsible for regional and local CRE delivery. The Global Regions Operations Manager functionally directs and supports the regional and local teams.

  • Center of Excellence: highly specialized experts that are responsible for the setting standards and guidelines for asset management and SLA’s, etc.

  • Risk & quality management: concerns or issues that derive from risk assessments are managed by Global Operations Manager in order to bring incompliancy back to required specifications (by managing a change plan).

  • Key suppliers FM: the Global Operations Manager oversee performance of key suppliers and participate in business review meetings.

Peers:

  • NPR, Corporate Security, IT, CRE Regional managers and FM managers that are all together responsible to manage the global FM portfolio.

Other significant relationships – internal

  • CRE Head of Global Regions: responsible for the (strategic) alignment with the strategic priorities and  the long term objectives and roadmap for CRE Global Regions

  • Network groups and relations with peers and/or reference organizations in order to keep connected with developments in the market and share relevant knowledge.
